Selected two Plastimo Adjustable Adult Safety Harness model 31550 at a cost of $121.99 each, one Wichard Dual Safety Tether model 7008 at a cost of $175.71, and one Wichard Single Safety Tether model 7007 at a cost of $116.83.

Selected a 300 foot roll of yellow nylon webbing rated at 7,000lbs to make the jack lines and for additional sewing projects. Webbing was purchased from US Cargo Control at cost of $79.00 and shipping fee of $35.87.

These were ordered on 4 January 2016 and shipped to our balikbayan box consolidator and forwarder Manila Forwarder in Los Angles, California and received there on 11 January 2016. We received them in Naga City, Cebu on 9 March 2016.

The bronze ground plate for the installed ICOM IC-718 HF radio system was encrusted with numerous barnacle attachments and displayed the harmless greenish color (verdigris) that bronze naturally develops due to exposure. 

Order and received a Weiler Brush 4-Piece Drill Accessory Kit (cost - $15.66) from Amazon.com that had wire brush wheels that just barely fit in between the fins of the ground plate.  It worked very well to remove the barnacles.

Research on the internet about the issue of steel mount bolts to attach a bronze plate yielded very little advice.  As the installation with these steel bolts appeared secure and had no evidence of water intrusion, no action was taken.  Any further contemplation of changing these steel bolts to bronze rods, or replacing the ground plate, will be determined after operational check of the SSB radio system.

During initial inspection of Indra, we discovered it had some engine spares aboard.  Behind the stairs of the entryway was a hanging locker that had oil and fuel filters.

In the aft starboard berth, converted to cabinet storage, found a drawer with more oil and fuel filters; and some engine seals and parts.

Inspecting and taking inventory of these items, resulted in the following tally, minus the filters used on the initial engine inspection and servicing.

Checked on our mail shipment of Indra's USCG COD parcel Tracking Number: LN348032694US revealed it departed Miami, Florida USA to Asia on 31 October 2015, this was the last status update to the tracking system made. Multiple attempts to contact the Philippine Postal system PHLPost via emails sent to addresses amed.supportservices@phlpost.gov.ph and amed@phlpost.gov.ph were never answered. We personally went to the Naga City, Cebu PHLPost office and made inquiries numerous times and were told we would just have to wait; they copied our cell phone number and stated they would text us when it was received.

On 11 January 2016 received a cell phone text message that our parcel had arrived at the Naga City PHLPost office. No reason for the extremely late delivery of the USPS First Class Mail International package containing our USCG Certificate Of Documentation was given. As this mail parcel was shipped 29 October 2015 and received 11 January 2016 this means it took 75 days or 2 months and 14 days to be delivered - unacceptable by any standard.

We first had to sign for receipt of our mail parcel as shown below.

    Next they charged us PHL 112.00 pesos (US $2.29) for "Presentation To Customs". I questioned this charge as there was no evidence that anyone from Philippine Customs looked at our mail parcel - it bore no inspection stamp or additional paperwork.  In turn, they showed us the directive (below) that authorized them to charge PHL 100.00 pesos; plus they also add a 12% Value Added Tax (VAT) of PHL 12.00 pesos to the total.

      We took possession of our mail parcel, opened it up, and inspected the contents. Indra's official USCG Certificate Of Documentation (COD) was intact (copy below) and had an issue date of 20 October 2015 with a expiration date of 31 October 2016 - the expiration date of 31 October 2016 was added to our master tracking list of Due Dates. The COD was put in a protective plastic sleeve and added to the master ships logbook.

        What was very interesting included with the delivery of the official paper copy of Indra's USCG COD the NVDC had also included a copy of the "accepted" bill of sale.  Low and behold this was no other than the original, Certified and Apostille AMSA Form 159 Bill of Sale - maybe the light came on upstairs for at least one person in the NVDC bureaucracy.

        From the original submission date of 9 April 2015 to physical receipt of the COD on 11 January 2016 - this took 278 days or 9 months and 3 days to complete. The total expenditures for paperwork and fees was US $716.18. Both the total cost and time for this task far exceeded any expectations envisioned at the beginning of this effort. By any reasonable standard this is unacceptable.

        After reviewing in detail the Para-Tech’s instruction manual on the additional components needed to properly rig the Para-Tech sea anchor we ordered the following items on 14 October 2015 from Defender's and Go2Marine's websites.

        • For the trip line we selected yellow R&W Polypropylene Floating 3-Strand Rope with diameter 1/4" x 150' long, at a cost of $22.99, with rated strength of 1250lbs.
        • For the sea anchor primary float buoy selected a red Polyform A-2 Commercial Grade Buoy size 14.5" x 19.5", at a cost of $43.99, with buoyancy of 68lbs which was within the manuals recommendation of buoyancy of 60lbs.
        • For the sea anchor trip line recovery buoy we selected a red Polyform A-0 Commercial Grade Buoy size 8" x 11.5", at a cost of $25.99, with buoyancy of 13lbs which the manual did not state a specific recommendation.
        • For the anchor rope we selected a full spool of white Continental Western Nylon Double Braid Rope with diameter 5/8" X 600' long, at a cost of $451.01, with rated strength of 13200lbs which matches the manuals recommendation of 5/8" size rope.
        • For the anchor chain, to increase the "catenary effect", we selected Acco G-4 Hi-Test galvanized chain size 1/2"x10' long, at a cost of $60.60, with Working Load Limit (WLL) of 9200lbs. This chain weighs 2.54lbs per foot, so a 10 foot length adds about 25lbs to system weight for catenary effect.  The manual recommended a 3/8" chain size however the WLL is only 5400lbs for that size.
        • To connect the ends of the chain we selected two 1/2" Crosby G-209A Series Forged Alloy Anchor Shackles, at a cost of $19.31 each, with WLL of 3.3 tons.
        • To connect the sea anchor float line to the primary float buoy we selected one 3/8" Suncor Stainless Steel Jaw & Jaw Swivel, at a cost of $22.99, with WLL of 1540lbs.
        • To put line eyes in the 5/8" anchor rode we selected two 5/8" Sea-Dog Heavy Duty Thimbles, at a cost of $7.19 each, and two 5/8" Sea-Dog Nylon Thimbles, at a cost of $1.99 each.
        • For the bridle connection we selected two Lewmar Size 3 Snatch Blocks, at a cost of $268.24 each, with WLL of 4750lbs.

         

        These were shipped to our balikbayan box consolidator and forwarder Manila Forwarder in Los Angles, California and all items were received there by 22 October 2015. We received these items in Naga City, Cebu on 28 December 2015.
