On 1 September 2015, sent email to NVDC requesting status as our priority request had no answer in almost 3 weeks. This email was resent on 2, 3, and 4 September 2015 with no response from NVDC.
On 9 September 2015 received notice from USCG NVDC that application for COD was rejected again. It was very evident from the response that they either failed to read the explanations or they were incapable of comprehending what was written. They again stated the Australian Registry showed both Mr. and Mrs. Jesson as current owners - the Australian Registry reflected sole ownership by Mrs. Jesson - NVDC personnel could not comprehend what they were reviewing. They stated the deletion from foreign registry showed Mrs. Jesson as the owner - the Australian deletion from foreign registry does not mention Mrs. Jesson name - NVDC personnel could not comprehend what they were reviewing. They stated a copy of the last foreign registry is required per 46 CFR 67.61 (b) - the complete official, certified, and Apostille Australian foreign registry was provided - NVDC personnel could not comprehend what they were reviewing. They stated no manner of ownership is shown on the foreign registry - the Australian foreign registry does show manner of ownership - NVDC personnel could not comprehend what they were reviewing. So I was back to the same question, How does one communicate with bureaucrats that demonstrate an inability to read and comprehend the written word?
